What it really means

Чита́ть is imperfective and describes reading as an activity, a repeated habit, or an action in progress. Прочита́ть is perfective and presents a text as read through to its endpoint. The prefix про- highlights passage through the whole text or material.

Say читать when you are sitting with a book now or describing your habit. Say прочитать when you want to say that you finished the article, book, or instructions.
