Получать is transitive: receive money, a letter, or a result. Получаться is reflexive and means turn out, come out, or succeed: блюдо получается вкусным; у меня получается. It focuses on the outcome, not on receiving an object.

In the success construction, the person is usually in the genitive with у: У меня не получается решить задачу.
