What it really means
Видеть means see or have in view, whether continuously or as a general ability. Заметить is perfective: notice, spot, or become aware of a detail. It marks the moment something catches your attention.
Use видеть for an object already visible and заметить for the discovery of it. Imperfective замечать describes noticing repeatedly or usually.
Examples in natural speech

I can see the mountains from the window.

Common mistakes
Видеть an error means see it; заметить ошибку means spot it. Do not use заметить for ordinary visual ability: Я вижу без очков плохо, not Я замечаю.
Memory tip
Заметить is a “mark” in your attention: it names the instant you spot something.
